"Russia’s Federal Security Service (FSB) suggested that oil companies replace foreign general directors for Russian ones, because the Law on State Secret stipulates that foreign citizens are not allowed to see detailed maps which are used during exploration and oil well drilling periods.
Deputy Economy Minister Andrei Sharonov, quoted by the Vedomosti business daily, said that regional FSB offices stopped the work of TNK-BP subsidiaries in Western Siberia because the Law on State Secrets was not observed. The paper reminded its readers that the license to work with information which constitutes a state secret is given after an expert evaluation of the company and attestation of its general director or his deputies..."
